Genesis of a “localization of production” concept and its modern contents in Russian economy

Abstract: Localization of production as an economic tool has become widespread in the world since the 1970s. However, at present, due to the need for states to protect their national interests, the conditions of use, goals and content of the concept of “localization of production” have changed significantly. The article examines the genesis of this concept, the regulatory documents governing its use, and provides specific examples and prospects for localization of production in Russia.

Abstract: The article analyzes resource management in the aerospace industry under digitalization conditions. It examines traditional approaches, such as material requirements planning, inventory management, and budgeting, which ensure stability but lack flexibility and incur high costs during disruptions. The role of digital technologies like ERP systems, big data analytics, digital twins, and automation in enhancing management efficiency is demonstrated. A quantitative analysis reveals cost reductions of 10–20%, productivity increases of 15–30%, and production timeline reductions of 6–12 months, with investment payback periods of 2–7 years. Barriers to digitalization in Russia including high costs and shortage of skilled personnel is identified. Recommendations include increasing investments in digital technologies and staff retraining to boost the competitiveness of domestic enterprises. The study highlights the strategic importance of digitalization for aerospace in addressing global challenges.

Factors of staffing instability at industrial organizations in turbulent conditions

Abstract: In recent years, Russia has been developing in conditions of turbulence. This has a negative impact on the functioning of industrial enterprises. These problems have become especially acute after the activation of external sanctions pressure since 2022. The lack of personnel is such a problem, which manifested quantitatively and structurally. A number of identified problems in this area require systemic solutions with the participation of the state. Besides, author has identified few factors of staffing instability at industrial organizations caused by the effect of turbulence on the behavior of personnel. It is recommended to take these factors into account in the context of personnel management.
