Abstract: The article considers an integrated approach to the production organization and management, formation of production programs, and their optimization. The authors analyze the interrelation of the organization, planning and production management processes in spatial and temporal aspects, highlighting strategic, current and operational planning. Special attention is paid to the current planning and the annual production program forming task using the enterprise example and a vertically integrated holding company. The thesis is substantiated that the production organization is one of the key management functions that permeates all production process stages.

On the issue of the economic development of industrial complexes in high‑tech industries

Abstract: This article examines the economic development of industrial complexes in high-tech industries in the context of digital transformation. The author systematizes the main threats to the economic development of enterprises within these industrial complexes, identifies the mechanisms of their emergence, potential consequences, and mitigation strategies. It is shown that digital transformation influences the economic performance of industrial complexes through changes in production, organizational, and management processes. The need for coordinated digital and institutional transformations that foster interaction between industrial complex participants is substantiated. The article examines the key areas of digital transformation for enterprises within these industrial complexes and the relationship between the implementation of digital technologies and changes in their economic performance.

The sanctions factor in ensuring the economic security of Russian industrial enterprises

Abstract: This article examines the impact of external sanctions on the economic security of Russian industrial enterprises. The goals and objectives of anti-Russian sanctions imposed by unfriendly countries are analyzed, with an emphasis on their negative impact to the industrial sector. The negative effects (disruption of supply chains, technology blocking, logistical and payment restrictions) and potential positive consequences (import substitution, increased government support, and the formation of localized value chains) of sanctions are systematized. A proprietary index for an integrated assessment of the impact of sanctions to the economic security of industrial enterprises is suggested, considering specific indicators of import dependence, technological autonomy, financial stability, and market accessibility.

Conceptual foundations for formation of industrial and technological clusters in achieving technological sovereignty

Abstract: The article formulates the conceptual foundations for the formation of industrial and technological clusters as a form of organizing cooperative interaction among enterprises to achieve technological sovereignty in the domestic mechanical engineering sector. The specific features of applying the cluster approach particular for the mechanical engineering sector are examined, taking into account long development cycles, the high share of engineering activities, and the critical importance of testing and certification infrastructure. The key risks associated with the implementation of cluster initiatives in the industry are identified, and management solutions aimed at minimizing these risks are suggested.

INNOVATIVE INVESTMENT ACTIVITY

Adaptive mechanism for assessing the efficiency of investment and economic activity at industrial enterprises

Abstract: The research aims to develop an adaptive mechanism for assessing the efficiency of investment and economic activity at industrial enterprises, integrating a system of multi-level economic determinants to enhance the accuracy of management decisions amid structural economic transformation. The scientific novelty lies in the development of a dynamic adaptation algorithm for evaluation criteria, implementing multi-loop parameter adjustment based on threshold values of determinant deviations, which ensures the robustness of integral assessments to changes in external conditions. The methodology relies on system analysis, multi-criteria optimization methods, regression modeling, and expert assessments. The developed integral model ensures automatic adjustment of weighting coefficients in response to variations in macroeconomic, industry, and internal factors. Empirical testing on a sample of industrial enterprises confirmed the diagnostic stability of the mechanism: the mean absolute percentage error (MAPE) decreased from 28,7 % to 12,4 % compared to static models, and the concordance coefficient κ of algorithmic recommendations with actual management decisions reached 0,81. The results demonstrate the preservation of ranking robustness under variation of key determinants (Kendall rank correlation coefficient τ ≥ 0,89) verifying the practical applicability of the mechanism for minimizing investment risks and substantiating strategic decisions.

Abstract: This article examines the theoretical aspects of integrating ESG principles into an energy efficiency management system of industrial enterprises in the context of increasing climate risks and the ongoing energy transition. Particular attention is paid to the growing role of environmental, social, and governance (ESG) factors in ensuring the sustainable development of industrial enterprises and enhancing their competitiveness. The study analyzes the relationship between climate risks, improved energy efficiency, and the implementation of ESG approaches. The main conclusion is that the integration of ESG principles into energy efficiency management is a key factor in strengthening the long-term sustainability of industrial enterprises.

Analysis of prospects for improving energy efficiency in high-tech manufacturing through the implementation of digital solutions

Abstract: The article analyzes the prospects for improving the energy efficiency of high‑tech industrial enterprises through the implementation of digital solutions. An analysis of the dynamics of energy consumption by Russian enterprises has been carried out. The structure of energy consumption at machine‑building enterprises has been identified, broken down by individual types of equipment and technical systems. A list of digital solutions that can be used for energy consumption management systems at a high‑tech industrial enterprise has been compiled along with an assessment of the possible effects of their implementation, the conditions for achieving these effects, and the approximate cost of implementing these solutions. The main risks have been identified, and the practical aspects of implementing such digital solutions at the enterprise have been formulated.

Synthesis of lean production, process-based costing and first-time quality concepts as an efficiency factor in mechanical engineering

Abstract: The article presents the author’s concept of machine-building production management based on the convergence of preventive reliability management, Activity-Based Costing (ABC), and lean manufacturing systems. The author substantiates the mechanisms of synergy among these approaches to achieve simultaneous reduction of operational losses, precise cost control, and defect-free production from the early stages of engineering design. The integrated approach under consideration enhances the competitiveness of high-tech enterprises in the context of import substitution.

Abstract: The article examines the role of the Eurasian cooperative industry as a key tool for deepening integration cooperation within the EAEU. The relevance of the topic is due to the need to move from trade integration to industrial cooperation in the context of geo-economic instability and sanctions pressure. Based on the analysis of the regulatory framework of the Eurasian Economic Commission and statistical data, institutional and economic barriers hindering the formation of sustainable cross-border production chains are identified. The necessity of harmonizing national industrial policies and creating supranational mechanisms for financial support of joint projects is substantiated. The results of the research can be used to improve the industrial development strategy of the EAEU countries and increase their technological sovereignty.

Complex approach to localization of production in aviation industry

Abstract: The article substantiates the need for an integrated approach to localization of production in the aviation industry. It is determined that the independent growth of production in the industry is an important incentive that ensures the intellectual and multiplicative development of the domestic economy. In this regard, in the current conditions of sanctions pressure from unfriendly states, it is necessary to fully localize the production of the aviation industry, which can be carried out on the basis of an integrated approach. The article considers the main factors of localization of production in the aviation industry of Russia. It has been established that a wide range of identified factors and their diverse effects have determined the need for an integrated approach, and the main directions for improving an integrated approach to localization of production in the industry have been identified.
